Great except for the rare eye color. You can take out a loan from the Bank of Surion .... maybe not the greatest name BS ... Ummm Weyr Bank is better lol.

So, how many marks does a person start with and such? I read the mark system thing, but it does not really list how many marks people can earn for certain things.

Humm, start with? Zero. You can earn them only in a few ways atm, but I'm open to many suggestions. It's mostly my creativity juices lacking that is why the list is small.
