Anyone can make a contest, but it has to be approved by admin and the person making it needs to be able to deliver on the prize.
Ex. Don't promise a bronze dragon to whomever wins. But if you have some marks on you or you have a gold flitt who's close to Rising you can promise those.
I'll probably add more rules as I see fit.
